PROLOGUE — What Comes After Judgment
Immediately after the devastating judgment of chapter 14 — the sentence of forty years of wilderness wandering — chapter 15 turns in an unexpected direction. God immediately begins giving new regulations with the words “when ye be come into the land.” This ordering itself carries a profound message.
ACT ONE — When Ye Be Come into the Land (verses 1–31)
“Speak unto the children of Israel, and say unto them, When ye be come into the land of your habitations, which I give unto you… and will make an offering by fire unto the LORD, a burnt offering, or a sacrifice in performing a vow, or in a freewill offering, or in your solemn feasts, to make a sweet savour unto the LORD.”
When ye be come into the land. That very generation had just been sentenced never to enter that land. Yet God immediately began speaking in detail about sacrificial regulations for a future generation. This was a powerful signal that judgment never annuls God’s ultimate promise. The parent generation had failed, but the promise itself remained alive.
Among these regulations, the principle that the same law applies to both Israelite and foreigner is repeated once more.
“One law and one manner shall be for you, and for the stranger that sojourneth with you… ye shall have one law for him that doeth ought unwittingly, both for him that is born among the children of Israel, and for the stranger that sojourneth among them.”
ACT TWO — The Man Who Gathered Sticks on the Sabbath (verses 32–36)
The text suddenly shifts to a very specific, actual incident.
“And while the children of Israel were in the wilderness, they found a man that gathered sticks upon the sabbath day… And all the congregation brought him without the camp, and stoned him with stones, and he died; as the LORD commanded Moses.”
A man who gathered sticks on the Sabbath. This severe penalty for what seems, at first glance, a trivial act — merely gathering sticks — can feel shocking to modern readers. But it is no accident that this incident is placed immediately after the massive rebellion of chapter 14. It carried a message that obedience to God’s regulations must be taken with equal seriousness, not only in moments of great rebellion, but even in seemingly small ones.
ACT THREE — Make Fringes on the Borders of Their Garments (verses 37–41)
This chapter closes with a beautiful and practical regulation.
“Speak unto the children of Israel, and bid them that they make them fringes in the borders of their garments throughout their generations, and that they put upon the fringe of the borders a ribband of blue… And it shall be unto you for a fringe, that ye may look upon it, and remember all the commandments of the LORD, and do them; and that ye seek not after your own heart and your own eyes, after which ye use to go a whoring.”
That ye may look upon it, and remember. The fringe and blue thread on the hem were small, everyday, visible signs. But their purpose was profound — every time the people were about to do something, they were to see that fringe on the edge of their garment and remember God’s commandments. This became the origin of the later Jewish tradition of the tzitzit, and it appears as the background of the New Testament account of the woman with the issue of blood who touched the hem of Jesus’s garment (Matthew 9:20).
REFLECTION — Grace That Continues Even in Judgment
The most important message Numbers 15 gives us is that God’s judgment never annuls His covenant faithfulness. Immediately after the heavy sentence that an entire generation would perish in the wilderness, God spoke at once of gracious regulations for the next generation. Judgment and grace were never mutually exclusive.
