PROLOGUE — A Different Strategy Where Balaam Had Failed
Numbers 25 is the final chapter of Part 4 (from Kadesh to the plains of Moab, chapters 20–25), and it records one of the most tragic moments in this entire journey. Immediately after Balaam’s curse failed three times over (chapters 22–24), Israel collapses before an entirely different kind of attack — not an external curse, but an internal temptation.
ACT ONE — Immorality with Moabite Women, Worship of Baal-Peor (verses 1–5)
“And Israel abode in Shittim, and the people began to commit whoredom with the daughters of Moab. And they called the people unto the sacrifices of their gods: and the people did eat, and bowed down to their gods. And Israel joined himself unto Baalpeor: and the anger of the LORD was kindled against Israel.”
Israel joined himself unto Baalpeor. Balaam’s prophetic curse had failed, but according to the later account in Numbers 31:16, it is implied that Balaam himself advised the strategy of undermining Israel through temptation. Israel could not be defeated through direct confrontation, but erosion through moral and spiritual compromise succeeded.
God’s wrath was immediate and severe.
“And the LORD said unto Moses, Take all the heads of the people, and hang them up before the LORD against the sun, that the fierce anger of the LORD may be turned away from Israel.”
ACT TWO — Phinehas’s Decisive Act (verses 6–9)
The most dramatic moment of this chapter follows.
“And, behold, one of the children of Israel came and brought unto his brethren a Midianitish woman in the sight of Moses, and in the sight of all the congregation of the children of Israel, who were weeping before the door of the tabernacle of the congregation… And when Phinehas, the son of Eleazar, the son of Aaron the priest, saw it, he rose up from among the congregation, and took a javelin in his hand; And he went after the man of Israel into the tent, and thrust both of them through, the man of Israel, and the woman through her belly. So the plague was stayed from the children of Israel.”
So the plague was stayed. Phinehas’s immediate and resolute action — decisive judgment against open sin — stopped the disaster that was sweeping through all of Israel. By that point, 24,000 had already died from the plague.
ACT THREE — The Covenant of Peace (verses 10–18)
God evaluated Phinehas’s action in a remarkably positive light.
“Phinehas… hath turned my wrath away from the children of Israel, while he was zealous for my sake among them, that I consumed not the children of Israel in my jealousy. Wherefore say, Behold, I give unto him my covenant of peace: And he shall have it, and his seed after him, even the covenant of an everlasting priesthood; because he was zealous for his God, and made an atonement for the children of Israel.”
Behold, I give unto him my covenant of peace. A remarkably paradoxical expression — a violent act rewarded with a “covenant of peace.” Yet the heart of this covenant lay not in the violence itself, but in Phinehas’s motive — a zealous jealousy for God, a burning passion for God’s holiness. He acted not out of personal gain, but out of a desire to stop God’s wrath against the whole community.
REFLECTION — An Internal Compromise More Dangerous Than an External Attack
The deep lesson Numbers 25 teaches us is that what brought Israel down was never Balaam’s curse (an external attack), but their own compromise (an internal temptation). No human power could curse a people God had blessed — but they themselves, through compromising with sin, could damage the fruit of that blessing.
