PROLOGUE — The Tabernacle Set Up at Shiloh

Joshua 18 records a deeply significant geographical and spiritual turning point — the tabernacle is set up at Shiloh, making it the new center of worship. At the same time, this chapter contains Joshua’s sharp rebuke of the seven tribes who had still not received their portion of the land.
ACT ONE — The Tabernacle Set Up at Shiloh (verse 1)
“And the whole congregation of the children of Israel assembled together at Shiloh, and set up the tabernacle of the congregation there. And the land was subdued before them.”
And the land was subdued before them. Shiloh would become the central place of worship for Israel throughout the entire period of the Judges. This move symbolized that the mobile tabernacle of the wilderness had now found a more settled location within the promised land.
ACT TWO — How Long Will Ye Be Slack? (verses 2–7)
The most striking portion of this chapter follows.
“And there remained among the children of Israel seven tribes, which had not yet received their inheritance. And Joshua said unto the children of Israel, How long are ye slack to go to possess the land, which the LORD God of your fathers hath given you?”
How long are ye slack? This question is remarkably sharp. Despite the conquest being largely completed, seven tribes still had not gone out to actually claim their own portion. Joshua immediately called out this complacency.
He commanded a specific plan of action.
“Give out from among you three men for each tribe: and I will send them, and they shall rise, and go through the land, and describe it… and come again to me.”

ACT THREE — Surveying and Casting Lots (verses 8–10)
“And the men went and passed through the land, and described it by cities into seven parts in a book, and came again to Joshua to the host at Shiloh. And Joshua cast lots for them in Shiloh before the LORD: and there Joshua divided the land unto the children of Israel according to their divisions.”
Cast lots before the LORD. Once again, the final division of the land was determined not by human choice, but by lot, cast before God’s sovereignty.
ACT FOUR — The Portion of the Tribe of Benjamin (verses 11–28)
The first of the seven remaining tribes to be listed is Benjamin, with its specific boundaries and cities. Interestingly, Benjamin’s territory occupied a narrow, strategically important region between the tribes of Judah (south) and Ephraim (north), and would later include a portion of Jerusalem’s boundary and Gibeah, the hometown of King Saul.
REFLECTION — The Courage to Actually Take Hold of What Is Given
The practical challenge Joshua 18 gives us is that between what is promised and what is actually possessed, an active step is still required. The seven tribes were delaying going out to claim the land God had already given — Joshua’s sharp question shows just how easily complacency can delay the fulfillment of a promise.
